Ripoff Lied about filing trademarks on my behalf and representing my brand

I have a small clothing company and was in hopes of expanding. I was contacted by Marshall Lucas through a place I use to work at. He presented him self as a Licensing agent and offered his services to me. He presented a proposal business plan and strategy to "place" my brand in the market. Part of the agreement was to register my logo with the U.S. Patent and Trademark office and by my "exclusive" agent. He worked up an extensive agreement and a fee of $1800.00 to cover cost of of the filing cost and expenses. Long story short it's been close to 3 years, I haven't been able to get anything from the trademark office saying my logo or company has filed anything. He assures me he has filed and has a certificate which I have asked for repeatedly and have never gotten. I always get a I sent it over the mail, I'll email it, let me call you back. Every excuse but he assures me he has filed. I don't know what to do. He has also stated that he has been contacted by potential clients who are interested in distributing my line but everything always fall through. So far in 3 years I have not made anything from contracts.
