Ripoff Charged my local phone provider Quest bill for something I have no knowledge of Tucson Arizona

A charge apeared on my phone bill for september. When i called the phone company they said i would have to contact this company and that congress allows for this type of charges without my knowledge or permission to quest to charge my account. I tried to call company had no luck in getting in-touch wiht anyone. Ouest tell's me they also charged me in august i missed this on the august statement and would like to get reinbursed for $12.95 charge. I will not pay this portion of my bill this month and hope quest doesent ether. What right's do i have in this type of charges.
