Fraud ripoff cheat Midleton

On September 22, I received a quote from Mr. Cowhig for $2100 for electrical work in my home in Beverly MA, 01915 detailing the following work would be performed:

New 200 MLO Panel with breakers
New 200 AMP Disconnect/Meter Socket
All New Service Entrance Cables
New Grounding Wire System
2 New 20 Amp Circuits (first floor locations)
All permits and insurance costs

I wrote a check (#114) for $1050 to retain Mr. Cowhig's services. On October 10, I wrote a second check (#120) for $750 to start the work and cover expenses. On November 3, I wrote a third check (#121) for $950 to pay the plumber for the plumbing work, which needed to be done in order to move pipes so that Mr. Cowhig could finish the electrical work.

We had a verbal agreement in late October that Mr. Cowhig would discount the total bill by $200 due to delays that were under his control. There were also delays that were apparently caused by Massachusetts Electric for which I sought no extra compensation.

On the morning of November 11, Mr. Cowhig arrived at my house to continue working. At that time, we agreed that Mr. Cowhig would call me when he finished for the day to let me know what needed to be done and when he would be returning. Since then I have left Mr. Cowhig multiple messages, but I have not heard from him, either by letter, phone, or voicemail. To the best of my knowledge, the following work needs to be completed:

New 200 AMP Disconnect/Meter Socket
All New Service Entrance Cables
New Grounding Wire System
2 New 20 AMP Circuits (first floor locations)

In addition to the large amount of remaining work, the work area was consistently left with boxes, fittings, and other debris lying about.
