Big consumer ripoff, The State of Should do Something

My 67 year old father has been diagnosed with cancer, and had lost so much weight and strength my mother thought the arctic boots would be lighter for him to wear. She sent them a check for $17.35 January 10, it cleared the bank Jan 18 and I have E-Mailed them several times for information concerning the order. Isn't there something the State of New York can do about this? I can see on the check it passed through Bankers Trust in New York City.
