Activation fee charged twice despite promised free activation

I received a phone from Cingular Wireless with the understanding that if I paid $9.99 for my T237 phone it would be activated free. Well, after being charge $36.99 on my 1st bill I was told they would not honor the original agreement. So, I not only have to pay activation once, but twice if I wanted to keep the service. I guess they don't need my business.
