MCi harassment, in violation of the Consumer Protection Act & a consumer ripoff

Over nine months ago my mom was solicited, via telemarketing, a WorldCom wireless phone (including plan). Being a senior citizen she attempted to use the phone, but found that it was too complicated for her.
Two weeks after receiving the phone she sent it back to an address that was included with the phone. After sending the phone to a P.O. Box in Texas she felt this was the end of it. This is proving not to be the case.
The company has been billing her every month for a phone that has no activity. Already, the company is claiming a debt owed of over $300. Being a senior citizen, she does not know how to handle these things. WorldCom is claiming no record of receiving the phone. They expect a 70 year old woman to have gotten a tracking number for this phone... I'm 29 years old and would not have thought to have gotten a tracking number. Anyhow, I (along with several other family members) have repeatedly called the company to explain the situation. Despite numerous phone calls, they continue to incur monthly charges and send the bill to my mother who is upset over the whole situation.
WorldCom's representatives only respond that they cannot (or will not in my opinion) do anything until the phone is found. Legally, I believe it is a from of harassment, and am seeking legal consultation to file suit against the company for defamation of character (ruined credit).in addition, it is my understanding that they are also in violation of the Consumer Protection Act. Once again we have repeatedly tried to explicate the circumstances to this company but to no avail. If anyone has any insight that they can shed into this matter it would be much appreciated.
