Layaway policy

I put two items on layaway at Walmart on 9/30 because the signs all around the store says "Free Layaway". I was charged $10.88 for the whole layaway. The other day, I saw the same items totaling $30.00 cheaper than my layaway, so I went to the layaway department to cancel my layaway. The cashier charged me $10.00 for canceling and I got. 88 cents back. It the layaway was free in the first place, I would have not be out of $10.00. I just filed a claim with BBB because Walmart needs to be put out of business for having no integrity when it comes to customers.
