Bugs in Great Value rice - Great Value rice

I had an open bag of Great Value rice in the pantry that had bugs in it. I let it slide though because I thought it was my fault for not storing it properly. Then I eventually bought another bag of Great Value rice and right when I opened it, I looked through it and there were bugs once again! I see there's lots of complaints about this same issue. You would think since it's a reoccurring issue especially since I bought two different bags at separate times, that they would have done something about it by now.
