Review pending reply: 'Next day service' paid for but not provided - Flowers

Good morning,
I paid for some flowers and a balloon to be delivered to a home address at which there is always someone present. I didn't require any *urgent* next day service, yet paid an extra $19.99 for next day delivery.
Three days later, the flowers have still not arrived at the address.
I can understand that there would be a delay around Valentine's, but seeing as the 'next day delivery' service for which I was charged was not provided, I request a full refund for the amount of $19.99.
