Fails to refund

After looking at getting the Burstnet Internet service I was under the impression that I could sign up for a 30 day 100% money back guarantee. I paid them on 12/20 and cancelled the service a few days later. I waited a week for a refund but that did not happen so I contacted support to ask for a refund.
There was no answer for a couple of days so I contacted them again and asked again. This time I received the runaround asking why and i had to fill out the correct forms. I filled out the form and asked again. See copy below. Today I was told they don't give refunds.
The amount is only $17 but being on an old age pension the amount is important to me.
It would be no trouble at all for them to just reverse the transaction but I think they must be desperate for money.

Burst.net/clientarea.php under "My Products & Services" and/or "My Domains". Selecting the specific service at that location, will bring you to the edit/modify screen for that service, where a Request Cancellation option appears. BurstNET does NOT accept cancellation requests via email, phone, or support ticket. Not using the service, non-payment, or moving your service elsewhere, is NOT a valid method of cancellation&nor are we aware when such is done.
