I put an order to get a 15-watt cell package plus they charged my charge card immediately. Poor signal immediately; usually a business should not cost till it delivered. Sent after seven days that purchase confirmed "running" and obtained brief reaction "I Will check up on it!" another 5 times passes thus sent again with no reaction whatsoever today. Did some look for usasolarwinds.com rip-off yet others have now been handled exactly the same method. I corrected the cost on my charge card.
