Guitar Control.com, without my permission has stolen $400 from my bank acount!

High, I'm a travelling musician and came accross Guitar Control by accident and logged on out of curiosity. I'd no intention of buying any of the products and as it was a free web site, thought there would be no harm in receiving the odd article and free tips.
However, on one of my trips home to my UK address, I noticed a payment of $19.95 hqd gone out of my account to Guitar Control! When I checked, this had been going on since July!
I don't know how they got my Debit Card details as I've never applied to buy any of thier CD's.
I informed my bank, who tried to ring them and got cut off. I rang several times and got and answer service every time.
I also filled in a form on thier web site and heard nothing.
Please make this public, so other people don't get ripped off by these con artists.
Is there anywhere in the US I can write toto alert the authorities to this scam?
