Risking a catastrophe fire hazzard

This governing body of the jurisdiction in which I reside has been informed of a serious fire hazzard to me, my family and my property some seven years ago regarding my neighbor who had torn out his heating furnace and has seen been heating his premises with kerosene heater and electric space heaters. These homes are duplex style, three floors, wood frame and average 85 years of age.in the past seven years this has been brought to their attention with no action as the governing body of the township area. One comment was made several years ago as to "Well, you have fire insurance, don't you?" Yes, I do.

However, if my homeowner's insurance company finds out about the situation existing next to me, I could either be forced to pay 'high risk' premiums or be dropped altogether. This was also stated to the governing body of the township with no action or response on their part. The fumes from the kerosene heaters are driving me crazy. This Township seems to think they are exempt from following the rules which every other jurisdiction in this county (Schuylkill) follows.

I have already done my homework with other municipalities regarding this and they can't believe this has gone on so long with no action. My next recourse is to have the Supervisors individually arrested for risking a castrophe and negligence to finally get this into a court room where they can explain to a judge just why they feel they don't have to take care of this matter.
