Canada customs will not release my passport

I came in Europe on 11/3 and realized my passport had taken my expired passport instead of my new one. My spouse FEDEXed my present on up overnight which is still resting inside your customs office being overlooked now12 days later. I'm in California and require my passport. What's the issue? Is that this some kind of anti-American demonstration? The FEDEX tracking number is 8728 9960 6757 as well as your traditions identification is k24a043. Our email is pttndjt@gmail.com. We don't handle Canadians in this way within California.
