DC Police, Filing A Citizen Complaint Is Useless They Won't Help You They're Unprofessional On The Phone Very Rude

If you're a citizen making a report or reporting to this police department, no good luck to you, because they pretend to help you and they pretend to be helpful. The majority of this agency is Black and they all help each other, an associate assisting another associate. I am Black myself. They're unprofessional and very rude to my non-Black friends. Who else do you turn to?
