No Renewal Notice

In the past 10 years I have been living in California, I obtained a renewal notice for both of my car many weeks before its expiration and I paid on time. I was never late. For the first time in those 10 years I did not get a renewal notice this year (due on 2/16), but instead I got a notice of delinquent renewal 41 days after the due date. This was not an oversight on my side, as I truly did not get a renewal notice.

I just found out that I am not alone, but that others may have had the same problem this year. This problem seems to be quite wide spread this year. This is absolutely dishonest. Why wait 30 days for a reminder, if you could send a reminder after 5 days (It would only be a 10% penalty). My guess is that the state ran out of money earlier this year and now they making up for the shortfall through penalty fees. If that turns out to be true than that is not only dishonest, then that is criminal.
