Storm sewer does not work

After the big storm in June my pool turned brown from the storm sewage that does not drain. It took me a week to add chemicals and filtering to return to blue. My neighbor and I both called the Dupage County and the person told us that someone will call us back. That was in June and nobody returned the call. This morning the same thing happened. The water was still sitting above the sewer and water is rushing into by backyard and to the pool. Somebody has to do something to correct this. Pllease help!
