California registration in collections when I am registered in Washington!

I keep getting notices that my registration is delinquent. These notices are coming to my Washington address! I called to take care of the matter and the DMV informs me that I have to fill out a form and send them a copy of my Washington Registration as proof!!! I asked what would happen if I ignored these notices and they told me my account was in collections and my wages could be garnished! This is completely wrong! What happened to the old system where they just don't renew your registration until you pay the fee's? Now they come after you for the fee's? No wonder administration costs have risen so much. With all the mistakes they are making they are pretty busy down there. Changes need to happen!
