Wasting taxpayers money breaking the law

My case was opened in the court ordered NCP to pay child support. He refuses to comply, quits jobs. He is behind $14k. His License was suspended, he was placed on probation and AGAIN ordered to pay so he fled the state and is now gainfully employed. Florida has had his address and employer address for the past 6 months, still nothing but the run around (assuming you can get a live person on the phone)... Why is this deadbeat not being punished? When does non support become a jailable offense? As a CP if I don't take care of my child I can go to jail. Who's responsibility is it to enforce the child support laws in the state of Florida?
