Adopted child raped by adoptive brother and Mesa Police let case fall through the cracks

I have been asking my self for the last 4 years how a police department allows a child molestation case just fall through the cracks of the system.

On June 14,1990 a young girl was brought to the Mesa Police Department by her adoptive mother. The young girl reported to her counselor that for several years she had been molested and threated to be killed by her older adoptive brother. She reported that the molestation began around her 9th birthday and continued until the brother joined the military. The adoptive mother denied all claims against her biological child the brother and refused to have her biological children interviewed.

However the young girls younger biological siblings were interviewed. They didn't know what went on exactly behind the closed door of their brothers room but several times they walked in on the young girl and the brother in bed naked. Also several friends from the girls past were interviewed. Statements showed that the young girl had told several friends of the molestation 2 years before the Mesa Police report was made.

The evidence in the case was and is over whelming so over whelming in fact that the detective requested that an arrest warrant be issued and the case was sent to the district attorney's office. From that point no one from the Mesa Police Department bothered to keep up with the case. According to the District Attorney's office further information was required in order to prosecute this case. So what happened?

According to a Detective at the Special Crimes Investigation Bureau the Mericopa County Attorney's Office has no record of the case ever being filed. The County Deputy's office stated that with out the requested information from the Mesa Police Department the case had "no likelihood of conviction". What dose the Mesa Police Department have to say " unfortunitly the case must have fallen through the cracks."
The accused brother has a documented history of both spousal abuse and child abuse.including "Threats of Harm" and Verbal and mental abuse two other states have documented abuse against the brother. Due to the child molestation case never being filed he is allowed contact with other potential victims.

This continued abuse could have been stopped if the Mesa Police Department would have protected the young girl years ago. So what happens now? Will the Mesa Police Department let several others just fall through the cracks or will they step up and provide justice for the child victims?
