Scam and rip off!

This might be a reason that the Postal Service constantly needs postage rates increase. Our mail Carrier "doesn't like us", we've complained when we've found our outgoing mail on the front lawn, garage floor, or scheduled pickup never picked up. The Postmaster decided that there was a personality conflict and has another Carrier from another route do our scheduled pickups. Our regular City Carrier will only deliver mail that goes into the mailbox. If we have a parcel to be delivered then it's passed off to the Carrier of another City route to deliver when they do the pickup. So I have two deliveries daily. The other Carrier that does the pickup does it at the end of the day so I wonder, does this cause over time??
