Fraudently, in my opinion, ripped unearned funds from my checking account

I moved from California to Washington State in June. Upon arrival in Washington, I immediately titled and registered all vehicles in the state, as required by state law.

On July 20, TWO YEARS LATER, the State of California, Franchise Tax Board, Vehicle Registration Collections, without notifying me, sent a "Legal Order to Withold" to levy $104 from my personal banking account "to enforce payment of a delinquent vehicle registration." In addition, my bank charged me an additional $75 fee. I was never notified of this action in advance. The first I heard of it was when I saw the withdrawal on my bank statement. You can imagine my surprise... And anger!

I don't know of any requirement to notify California when I move my home or register my vehicles in another state.

The State of California, in my opinion, has made the restitution process burdensome, to the point where I think most people will simply say, "what the heck, " and swallow the loss. I didn't: With many hours of work, chargeable long-distance phone calls and a $25 "filing fee", in November I received a refund for the $104, but I'm still out the $75 bank charge and $25 filing fee. The bank's position is: "It wasn't our fault and this is what we charge for enforcing a legal withholding." In other words: Tough Luck!

Are others being taken advantage of by the State of California in this manner? I personally think it's a "rip-Off" perpetuated by the State of California Department of Motor Vehicles.

(Note: To make matters even more confusing, there was no indication of which of our four vehicles California thought should have been registered. No license number or VIN has ever been disclosed.)

BOTTOM LINE: My current net loss because of the State of California's action: $75 $25 many personal hours and phone calls = $100
