Discrimination on a disabled veteran

The city of Decatur Illinois is discriminating against me for being a disabled veteran. They are taking me to court for some tires that were stacked neatly at the side of my garage. This isn't the first time they have tried to get me on petty things like this. This is the first time they have taken me to court for it.
They stated that they sent a letter in the mail and are allowed to assume that the mail service delivers 100% of all mail sent. The problem is I don't recieve mail at my address. So I was not givin a chance to correct the problem nor was I able to defend the problem with the proper office. There are other houses withing two blocks of me that have clutter and car parts and trash and various other rubbish in their yards, driveways and lean to's. Yet non of them have been contacted by the city to clean up their property. I would know I have talked to each and every one of them. This is selective enforcement and discrimination.
Please if you have any idea on how to stop the city from doing this please help. I have to go to court today about this so I will update on the result of the problem.
