Used threats, blackmail to make their tenants shutup about repairs Ripoff

This man, along with the property owner ignored our many requests to fix the faulty wiring in our apt along with other major safety codes violations. When we refused to pay the rent, Oct thru Feb he gave us a 3 day notice, stating we owed $2500 in back rent, were on Section 8, our share was $321. He forced us to sign a secret contract to pay him the money, using evictions filed by him as scare tactics to make sure we obeyed, from April thru Sept 03, we did. Then a fire broke out upstairs, from faulty wiring in the wall on Sept 3,03 at 7:30 am. We were kicked to the curb, Tom said that he'd squash the contract, we wouldn't be allowed back, and wouldn't get our $1500 deposit back. We didn't break the contract, he did. The owner let theives in by not securing apt, everytime we complained, she stated it was up to Shelter Inc to make repairs, which they didn't. This needs to be remedied. Low income people don't stand a chance with creeps like him using his power to get his way with tenants whom he thinks aren't brave enough to fight back, and he's right. No one would help us at all, because of who he works for.
