Financial Education Federal Task Force Headed By The Payed its bills to two video production companies with Bad Checks! Local Office Of Task Force Coordinator Is

The Federal Interagency Task Force for the Financial Education of the San Joaquin Valley — headed by the Office of Housing and Urban Development and the Federal Reserve — paid two award-winning video production companies with bad checks after making extensive use of their completed work, followed by other surprising actions. This website report has been posted with a belief that it is up to each American to help keep this country as clean as possible. Allowing this harmful misdeed to be hidden through agency neglect would not serve the greater societal good or the companies and government officials involved.

This report details how the Una Casa Para Mi Familia Project of the Federal Interagency Task Force for the Financial Education of the San Joaquin Valley — headed by HUD (office of Housing and Urban Development) and the Federal Reserve, and with the Rural Community Assistance Corporation (RCAC) and The Minotaur Group acting as its official fiscal agents — paid two hired award-winning video production companies, Night Lotus Productions and Merlin Productions, with bad checks after making extensive use of their completed work. It is as though thieves walked into these two companies and stole more than $12,000.00, however in this case, these thieves are representatives of our own government, including the Department of Housing and Urban Development and the Federal Reserve.

Many partners and related officials of the initiative have been contacted with this information, and most have not yet responded or offered to help resolve the situation. These include: Citibank, who was featured prominently in the videos that were paid for with bad checks, and were active partners in this particular project, The Rural Community Assistance Corporation (RCAC), who was the fiscal representative of the initiative, which received large percentages of funds off the top of grants received by the task force, and worked closely with the Minotaur Group, who hired the video companies on behalf of the initiative and then paid for the products with bad checks. Requests for assistance have also been sent to California Lieutenant Governor Cruz Bustamante and Governor Arnold Schwarzenegger, to Congress members who are currently supervising this initiative: Congressman Gary Cardoza, Congressman George Radanovich, and Congressman Devin Nunes, and to Assemblymembers who have been actively involved in promoting the initiative, including Assemblymembers Nicole Parra, Juan Arambula, Michael Villines, and others from HUD, the Federal Reserve, RCAC, and other partners of the initiative. No replies have yet been received by these partners and government officials.

Several government offices and officials have made efforts to investigate and solve this problem, including Senator Barbara Boxer, Congressman Bob Cunningham, Secretary of HUD, Alphonso Jackson, and the HUD Office of Inspector General. However, their request for information inevitably leads to Rollie Smith, the HUD employee who was and still is the coordinator of the task force. The problem is that Rollie Smith's and Richard Rainey's responses to these inquiries have been selective and incomplete at best, and deceptive at worst. More on these responses below.
