I think the biggest tax waste of an agency is the local bureau as it does never reply to letters or calls about local concerns. They always redirect you to local or state agencies that are well aware of the problems but could really care less to deal with simple concerns of citizens. I could do a better job if I was hired on for the citizens. Citizens... Not paychecks or laws matter. I think most of the prank calls and hacking are most likely from enforcement personnel as they have much time on their hands.
