Dead beat goverment agency

You've heard of dead beat dads, this is about a dead beat district attorney. I have been paying my child support on time useing auto pay-check deductions ever since my x-wife went on welfare. The sacramento distict attorney's office has been ripping me off ever since. They will not give me an accounting of what they think i owe them. (and by the way i owe them nothing) they admit that my account is current, yet for the last 2 years they have attached my income returns. When questioned about this they say they are changing thier computers to a new system, and i can have my money back in 90 days. Mean while i have sold a building and suddenly a lien comes up that i owe them $1600 and this must be satified before escrow can close. So i cut them a check (which i don't owe). Then when i try to refinance my house, again a lien shows up. I pay that, then i check my credit report to find they have a failure to pay support on my report. I've never been late. Its payed automaticly. Now the last straw, i have 2 sons, luke the oldest, turned 18 12/04/99. They are still taking support from my check, and will not stop till i file a motion. I can'nt afford to file anything because they won't stop taken money i don't owe.
