Failure to provide paid item

I paid for a magazine with a door to door saleswoman. She worked for crs inc. C/o lss inc 4800 Hwy 377 s. Aubrey, tx 76227. My order number is 239253. Paid for on July 7. I have not received any magazine and have read numerous accounts of this company stealing peoples money like mine. How can a company not be prosecuted for so long?
