Fraud, Unauthorized Charging of Credit card

Today I acquired a phone from my charge card business saying they'd rejected a $2.18 cost to my card from TWX Journal and questioned me to verify if it was a certified deal. I told them-it wasn't and that I was informed the only cause it had been rejected was since the organization didn't possess the termination time about the card. It had been a detailed shave. I've no idea how they got my creditcardnumber but clearly I've never approved them to cost me for something. Why does not somebody arrest them for scam and such apparent cons?
