I negoiated a sale for two coats. For my protection (so thought) i used Paypal... After the seller lied and said the item was shipped serval times they confessed and said they werent able follow through with the original contract and asked me to choose something else... I asked for a refund... The seller agreed but never did... I filled a claim with paypal. And days later i reveived an old pair of shoes in the mail... I was told by paypal to file a complaint with police... The police said they cannot help calling it a dispute not a crime... Please help!..
