Cannot get refund. Can anyone?

I purchased a warranty agreement in 2006 that ended Sept. Then I was eligible for a refund of $1900. I tried to return my contract for the refund, but the PO box is closed, and I cannot find an address of phone number for Signet Financial. Does anyone have any contact info??
