ATM went through the motions and noises and at the last second gave a message 'We cannot dispense your cash for technical reasons' (I paraphrase). My account at the Halifax in the UK was nevertheless debited.
Halifax are not willing to persue the dispute, so I'm out of pocket. I know others got the same message at the time. So I can't believe there haven't been other complaints.
