She refuses to hand over my adopted dog at the fee of $100. After several attempts to contact her she is reacting profanely and dismissing my attempts to collect my adopted dog. She now insists that the "foster mom" not hand over my dog leading me to believe I am the victim of a scam and that the dog is no longer in either custody.
