I sent money via Paypal and after 3 weeks, no goods had arrived. I emailed several times and checked 'my account' info to make sure I hadn't made a mistake, but no emails were replied to. I had no option but to file a complaint with Paypal, and after looking into it for a couple of days, Paypal decided in my favour.
