850 Dollar Rip off on Rental Property, Thieving Landlord

After holding up my end of the contractual lease agreement and then some, this individual decides to walk away with my deposit offering no reason as to why the deposit was not returned. When I asked him to cite examples of any repairs that would total near a thousand dollars, he gave a vague description of pre-existing problems instead of a concise list of costs that correspond to my end of the contract and some quotes for the estimated cost of repairs, which would seem like the obvious and professional thing to do. He went on to say that we were "good renters" and that he "liked how [we] took care of the house, " which caused some confusion when trying to determine why he would feel that walking off with a families' hard earned cash is a proper way to settle our outlined agreement. It seems more likely, based on the man's history, that he could not produce the money when he was obligated to do so and decided that he would take it as quietly and slowly as possible by asking for two months to come up with the money, half of which he spent living in the house during my lease period as he had conviced me that the more time he had to do some basic cleaning and get new renters into the place, the more of the deposit I would have returned to me.in total he duped me out of nearly two thousand dollars with his incessant pleas to get new renters into the house before my lease expired, etc. All of which lead to me moving my family out and finding another place to live while I was still paid up for another month at this house. The point is: He manipulated and took advantage of my kindness like most criminal con artists do, we did not in any way damage the house and he is contractually obligated to return the deposit, yet, he refuses to even return my calls. He operates a small business and I can't help but feel worried for the poor souls that happen to put their trust in this person. He is clearly a theif and I would feel horrible if he did this to anyone else, thus I offer up this bit of insight into this man's integrity or rather the lack thereof and hope that he does not get the chance to rob anyone's family as he has my own.
