Equal opportunity during interview

I was given a written test by ING Direct which the company allows 30 minutes before the interview but when I arrived at the interview I was told I was late and people were calling me on the phone. I was told in writing to be there at 2:40 and the interview was scheduled for 3:00 but when I arrived I was informed that I should have been at the interview at 2:30 which meant I now only had 15 minutes to complete a 4 page written technical exam and I believe that had I been younger they would have given the same amount of time every one else was given. Is it normal practices for ING direct to treat individuals differently if they are fifty years old?
