I don't even remember dealing with williams online credit. I would not have authorized a 19.00 app fee, knowing it would not clear. Now its costing me the 19.00 plus the 30.00 my bank charged, and when you call them they will charge you another 25.00 for it not clearing. Never saw a 19.00 app fee anywhere on any app.
