Took $19.95 Despite Free Annual Report Entitlement

Checking my bank statement this morning, I discovered that Experian took $19.95 out of my account. WHY? All are entitled to a FREE report once a year, and it's been 2 years since I requested one. This will be reported to the attorney general, state of FL. Now I have to close my bank account and reopen under a new number.
