USCCTravel Did not meet 120 guarantee of delivery or return my email/phone calls

I purchased two 24 month subscriptions to Maxim magazine from two teenagers raising money to go to Europe for $126.00 cash on October 24. As of today, February 23 I have still not received the magazine. The statement on the back of the receipt states that there is a 120 guarantee delivery. The 120 mark was on February 20. I paid cash and the receipt numbers are 4055026 and 4055027.

The sellers ID is smidav08 and his name is David Smipau or Smipeo. The handwriting is hard to read but the last name begins with SMI I am not satisfied with this order whatsoever. Not only is the breach of guarantee unsatisfactory, its a breach of contract. Therefore, I feel that it is only fair that I be able to cancel the subscription and receive a full refund. No one has called or emailed me back after attempting to contact them.
