Monopoly Classic Game Seems Rigged Against the Human Player

This game has the fix in. You can't win when the computer never lands on your property but you land on theirs. Every card that I (the human) seems to get is the one where I have to pay. The comp is always skipping over my property, even when I buy a whole block. This game is not fair at all.
