DRD I was the prize winner of $1,400, 000.00, just mail in $19.99 and sign and send enclosed documents

I was sent in the mail documents stating that I was the prize winner of $1,400, 000.00. To receive the prize money I simply had to sign the enclosed documents and send $19.99 back to the Issuances Office, Proceedings Director, PO. Box 9004, Westbury, NY 11590-9004. I did not as I suspected fraud.
