Fraud, confidence game, discrimination against disabled, theft of Service Animals

I was the victim of a hate crime while I was advocating for my mother in another state. My dogs were harmed by the manager of my building. The city id the investigation and found iwas not at fault and returend my dogs but Tracy Reis ddi not want to give my dogs back because she became emotionally attached to my dogs. She asked for my phone number because she said she wanted to be a friend and she began to run a confidence game.

On 5 September she signed a contract saying she would help me and not steal my ogs... Two days later she converted my dogs to her name on their aaavid petrac chip, she gave one of my dogs to her coworker. I took her to small claims and won but she appealke and I got a racist Judge on the Trail denovo and he allowed this woman to lie and say the The epartment of Veteran Affiars does not have jurisdiction to prescribe service dogs.
