Faded Sign on Bay - Gas

Speedway Ohio State Route 725 had faded sign. The number 10 looked like a number one. I prepaid for $10.00 worth of gas and ended up paying $30.00. The employee did not make any adjustments. I took pics of the faded gas bay. I am wondering how many more consumers got con. State law states that every sign the numbers must be properly painted. I took pictures of the faded pump. I called the manager she told me to call her on her off days. That is no way to handle the situation. What if I did not have extra money then they would have called the cops. I take this serious. Should I settle in Small Claims Court? I am thinking about doing it. Let me know your input.
