Fraudulent practices

I applied for this First National Card. Membership fee in the amount of $199 was debited from my checking account. I tried to reach the customer service and could never reach anyone! What kind of company is it? If there is never someone available in Customer Service. No one ever answers the phone, so that I could talk to them. They were supposed to send out a catalog, from which purchases could be made, I never received it. I just want my money back, and for other people to be aware of there fraudulent practices.
