Ripoff - magazine subscriptions never received and no refund issued!

A student was soliciting magazine subscriptions for a school fund-raiser. I subscribed to three magazines for a total of $137.00. The magazines were never received.
On February 3, I sent a letter and documentation to RAA and requested a refund. RAA has never responded. I have asked the local television station to investigate this situation as well. I have sent a follow-up letter to RAA for the refund.
