I have had HCD out to my property 6 times in the last year. The first time the activity report alleged issues dictated by property managers, the next report was done while I was out of town for 1 days. The next report cleared me and closed the case (per HCD). Next report closed the case again with no violations.

In court on the 19th of Oct a stipulation was entered into by both parties only to find the terms were changed. On the 6th inspection of my property I was informed of a fee that had not been mentioned in the stipulation. On that activity report the hook ups for my washer and dryer suddenly did not pass code. Now I am forced to fix the violations that have been here since I bought in 2002. I must also pay for another inspection at $196. I would had no problem with the fix had it been even mentioned in the first 5 reports. Is it OK for the people that our taxes pay for, to be so random in their inspections. And as these things have been in place for 25 years and not a condition of title transfer. Isn't it a little late to take action against me? Shouldn't there be an SOP as well as Grandfather clauses?
