Modification - home loan modification

I have tried for 3 years to modify. We have been on a trial modification, told we were being permanently modified then received a letter indicating we said we didn't want a modification. Started over to be told we have everything and it's in review. You are fine and then receive a rejection. We keep getting told to re-apply due to missing documents last time. We have substantial equity and feel Chase isn't really working our file. Even the customer service reps are confused when they review the file. This is a Freddie Mac loan. We feel Chase is not operation within guidelines.
