My mobile and email (hotmail) have been intrupted for 12 year

After a pervent came to my home from HSSB in Carryduff, Belfast we had calles and sometimes no record of the caller. Although next door when on drugs they alway have so much to say about these issues, and breaking into my home many times. The Police do nothing because he/pervert is a whistle blower and get off. They have a record for some years and lost his job from HSSB, and has more time to damage aspects of others homes. Now I can't access my email but the police will do nothing. I said on the phone to a friend that the spell of the drugs was terrable at 3pm, and now this has happened.
