I started my own business and have been compliant with following all the rules and regulations, paying federal and state taxes, getting a business license, and getting a good CPA for payroll taxes and such. Now when scammers take advantage of that it makes me very angry. The materials they send out to fool people look very convincing, with a minor name change and adding fancy code violations it could deceive almost anyone. The actual government agency regarding Labor Laws is the US Department of Labor with a CA agency called Office of Labor-Management Standards (OLMS) and NOT THE CALIFORNIA LABOR COMPLIANCE BUREAU.
So to ALL keep a watchful eye. Scams are everywhere and some of these forms seriously look real. NEVER EVER send any money until you research it for yourself. We have an amazing tool to catch these scammers and it's our friendly neighborhood INTERNET.
