Spiriva Capsule Had Almost No Powder and Packaging Raises Price

I opened a capsule of Spiriva and I couldn't find enough of the powder to fill a pin head. How could this work? Secondly, why all the fancy packaging? Why can't the capsules be put in a regular medicine bottle. This I would think cut down on the price, which I think is too high anyway.
